Jammu and Kashmir Board of Professional Entrance Examinations (JKBOPEE) has released the Provisional Merit List (PML) for the MBBS/BDS courses for the year 2023. The merit list has been prepared on the basis of the NEET UG-2023 results declared by the National Testing Agency (NTA). Candidates who appeared for NEET UG-2023 and are seeking admission to MBBS/BDS courses in the Union Territory (UT) of Jammu and Kashmir can now check their names in the released merit list.
The process of preparation of the merit list began with a tentative Roll No-wise list, which was initially notified by the BOPEE through Notification No. 035-BOPEE of 2023 dated 06-07-2023. This list was based on the NEET data received by the BOPEE from the Department of Health & Family Welfare, Government of India. Candidates who were not listed in the initial notification but belonged to UT of J&K/Ladakh were given an opportunity to submit their documents for inclusion in the board’s data.

To further streamline the merit list, the Board issued Notification No. 041-BOPEE of 2023 dated 15.07.2023, setting the schedule for online registration. Eligible candidates were advised to register online on the BOPEE website, www.jkbopee.gov.in, and upload their documents for verification and updation of their Category status. The online registration process took place from 19.07.2023 to 23.07.2023 (PML).
Upon scrutinizing the registration forms and uploaded documents, the Board observed the following points:
a) Some candidates had registered, but their application forms lacked certain documents, such as Domicile Certificate, Date of Birth (D.O.B.) proof, 12th Class Marks Card, and Compulsory Service Bond for candidates from UT of Ladakh. Such candidates were provisionally approved but were advised to submit all the deficient documents, along with other relevant documents, during the admission process if they are selected. Failure to provide the necessary documents may lead to the cancellation of their selection.
b) Candidates were also given the opportunity to check their Gender (Male/Female) and make corrections if needed. They were required to submit a physical application to the BOPEE office in Jammu or Srinagar by 29-07-2023 to rectify any discrepancies.
c) A separate list of candidates applying under the Sports Category was prepared based on the data received from the Secretary, J&K Sports Council, Srinagar/Jammu. However, it is important to note that the inclusion of a candidate’s name in the sports list does not guarantee a seat under the sports category. The ranking is only used to determine eligibility, not merit.
d) Candidates who filled the CDP Category but uploaded an old certificate were included provisionally in the PML. They were allowed to participate in the online counseling process but were required to submit a fresh CDP Certificate with the correct priority as per the prescribed format physically at the BOPEE Office in Jammu or Srinagar by 29th July 2023. Failure to do so may result in their consideration under the Open Merit category.
e) Candidates whose Reserved Category Certificates were found to be deficient were given until 29.07.2023 (02.00 p.m.) to submit a valid Category Certificate physically at the BOPEE office in Jammu or Srinagar. Otherwise, they would be considered under Open Merit.
f) Candidates who uploaded EWS Certificates as per the Central Format but not as per SRO 518 of 2019 were included provisionally in the Provisional Merit List. They were required to submit their valid EWS Category Certificate physically before 29th July 2023 (till 02:00 p.m.). Failure to do so would result in their candidature being automatically converted into Open category.
g) The Board specified that it would not accept any document submissions through E-mail or WhatsApp.
h) Candidates who uploaded PwD Certificates on their own were provisionally included in the Provisional Merit Lists. However, their PwD status would be verified during or after the time of admission, and ineligible candidates would have their admission canceled.
Candidates can now access the Provisional UT Merit List (PML) along with the list of candidates falling under the sports category (Annexure-A and Annexure-B, respectively). If any candidate wishes to make a representation regarding their position in the PML or sports category list, they must do so before 29.07.2023 (till 02:00 p.m.). Any representations or objections received after this date will not be entertained.
It is important for candidates to note that those who applied under EWS, Sports, CDP, JKPM, and P&B Categories have been considered under Open merit as per the prescribed standards of eligibility as per MCI/NMC/DCI Guidelines.
The Board has also rejected the candidature of some candidates whose NEET-UG 2023 scores were below the Cut-off score fixed by the NTA.
The Board reserves the right to make any necessary changes or corrections in the records based on documentary evidence.

Lastly, candidates are personally responsible for submitting/uploading accurate and valid information/documents. Any false or incorrect information may lead to the rejection of their candidature, and they will be ineligible for admission to the courses.
